Do I need a complete brief or a fixed budget?

No. Tell us what you know so far. If you have a target date or budget range, include it in your message so we can discuss a realistic scope.

Does an enquiry commit me to a project?

No. An enquiry starts a conversation. The project scope, payment stages and delivery arrangements are agreed separately before development begins.
